RBI asks banks to provide individual borrowers option to switch from floating to fixed interest rate
- The Reserve Bank of India (RBI) has instructed regulated entities, including banks and Non Banking Finance Companies (NBFCs), to offer personal loan borrowers the choice to switch from a floating interest rate to a fixed rate when resetting interest rates.
- The move is expected to enhance borrower flexibility and align with changing financial conditions.
- In a circular on ‘Reset of floating interest rate on equated monthly instalments (EMI) based personal loans the RBI stated the borrowers will also be given the choice to opt for enhancement in EMI or elongation of the tenor.
- RBI has set a deadline for banks and lenders to implement these personal loan instructions by December 31, 2023.
- Both existing and new loans will need to follow these instructions.
Key Highlights :
- Personal loans will have both categories of fixed and floating interest rates.
- The borrowers should be provided an option to switch over to a fixed rate according to the board-approved policy of regulated entities.
- The number of times a borrower will be allowed to switch during the tenor of the loan should be specified in the policy.
- As per the RBI definition, personal loans are the loans given to individuals and consist of consumer credit, education loan, loans given for the creation or enhancement of immovable assets (such as housing loans), and loans given for investment in financial assets (shares and debentures).
What is Floating Interest Rates ?
- A floating interest rate is an interest rate that changes periodically.
- The rate of interest moves up and down, or “floats,” reflecting economic or financial market conditions.
- A floating interest rate can also be referred to as an adjustable or variable interest rate because it can vary over the term of a debt obligation.
- A floating interest rate uses a reference rate as the base
- In order to arrive at the floating rate, a spread (or margin) is added to the reference rate.
- Floating Interest Rate = Base Rate + Spread
- These rates can be adjusted on a quarterly, half-yearly, or annual basis.

- The G20 Pandemic Fund has sanctioned a $25 million proposal from the Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying (DAHD) in India.
- The proposal centers on “Animal Health Security Strengthening in India for Pandemic Preparedness and Response.”
- The devastating consequences of the COVID-19 pandemic have underscored the critical need for collaborative action to establish robust One Health systems and allocate additional resources for pandemic prevention, preparedness, and response.
- This initiative reflects the global recognition of the interconnection between human, animal, and environmental health. By adopting a One Health approach, nations aim to minimize the impact of future pandemics and foster a more resilient and collaborative global health system.
- Animal-Origin Emergencies: The World Health Organization (WHO) has identified that 5 out of the 6 declared international public health emergencies originated from animals. This highlights the necessity of adopting a One Health approach that emphasizes animal health security as an integral aspect of pandemic preparedness and response (PPR).
- Fund’s Objective: Established under Indonesia’s G20 Presidency, the Pandemic Fund focuses on bolstering pandemic prevention, preparedness, and response capabilities at global, regional, and national levels. Its emphasis is on low- and middle-income countries.
- Global Response: The Pandemic Fund received an overwhelming response, with approximately 350 Expressions of Interest (EoI) and 180 complete proposals in its initial call for funding. - Russia’s Moon mission ended in failure after its spacecraft, Luna-25 spun out of control and crashed into the moon.
- The Russian space agency Roscosmos said, that a preliminary analysis of the Luna 25 mission suggests that a deviation between the actual and calculated parameters of the propulsion manoeuvre led to the spacecraft transitioning into an unintended orbit, resulting in its collision with the lunar surface and subsequent loss.
- Roscosmos said, in accordance with the Luna-25 flight programme, an impulse was provided to form its pre-landing elliptical orbit.
- At about 14:57 Moscow time, communication with the Luna-25 apparatus was interrupted.
- The measures taken on yesterday and today to search for the device and get in contact with it did not produce any results.
- A specially formed interdepartmental commission will deal with the issues of clarifying the reasons for the loss of the Moon.

- Revenue Targets: In line with the MoU, the Government of India has set ambitious Revenue from Operations targets for IREDA: ₹4,350 crores for the financial year 2023-24 and ₹5,220 crores for 2024-25.
- Previous Achievement: It’s noteworthy that IREDA had achieved a Revenue from Operations of ₹3,482 crores in the previous fiscal year, surpassing the targeted figure of ₹3,361 crores.
