World AIDS Day: 1st December
- WORLD AIDS Day 2022 is observed on the 1st of December 2022.
- World AIDS Day 2022 theme set by the WHO this year is “Equalise”.
- World AIDS Day was first initiated in 1998 and observed on December 1.
- World AIDS day was the first day celebrated for health awareness.
- The day is an opportunity for everyone around the world to come together in the fight against the disease and stand in solidarity to support those suffering from HIV, as well as remember those who lost their lives to this illness.
- The Idea of Conceiving World AIDS Day was started in 1988.
- From 1996 onwards, the observance of World AIDS Day was taken over by the United Nations Programme on HIV/AIDS, expanding the campaign to an annual education and prevention campaign.
- The World AIDS Campaign was registered as a nonprofit organization in 2004 in the Netherlands.
CURRENT AFFAIRS: NATIONAL NEWS
The Ministry of Power has launched a five-year procurement scheme for 4500 MW of aggregate power:
- A program for the Ministry of Power’s SHAKTI Policy has been initiated to acquire a total of 4500 MW of power over five years.
- The scheme, according to the Ministry, will aid states that are experiencing a lack of electricity and assist generation facilities in expanding their capacities.
- The deadline for submitting a bid is December 21st.
- The B(v) of the SHAKTI scheme is being used for the first time to conduct bidding.
- The nodal agency has been named PFC Consulting Limited.
- For the delivery of 4,500 MW of electricity, it has requested bids.
- The supply will start in April of the following year.
- Gujarat Urja Vikas Nigam Ltd, Maharashtra State Electricity Distribution Company Ltd, Madhya Pradesh Power Management Company Ltd, New Delhi Municipal Corporation, and Tamil Nadu Generation and Distribution Corporation Ltd are the utilities that have expressed interest in the program.
About the SHAKTI scheme:
- Scheme for Harnessing and Allocating Koyala Transparently in India, or SHAKTI, was introduced in 2018 to deliver coal to overworked power plants that are short on coal.
- States that are experiencing a lack of electricity are projected to benefit from this initiative, which will also aid in the capacity expansion of generation facilities.
- On October 25, 2022, the Ministry of Power published the guidelines for purchasing electricity on a finance, own, and operate (FOO) basis under SHAKTI Policy Paragraph B(v).
- On May 11, 2022, the technique for allocating coal by the terms of SHAKTI policy Paragraph B (v) was released.
The NITI Aayog has released a study report titled “Carbon Capture to Achieve Net Zero Emission Target by 2070.”
- ‘Carbon Capture, Utilization, and Storage Policy Framework and its Deployment Mechanism in India’ is the title of a study report that was published.
- The importance of carbon capture, use, and storage as a method for reducing emissions and achieving deep decarbonization from challenging industries is examined in the paper.
- The paper describes the broad-scale policy changes required across numerous sectors for its deployment.
- India has updated its NDC targets to achieve 50% of total installed capacity from non-fossil-based energy sources by 2030, a 45% reduction in emission intensity by 2030, and Net Zero by 2070, and the role of Carbon Capture, Utilization, and Storage (CCUS) becomes important as a reduction strategy to achieve decarbonization from the difficult-to-abate sectors.
- CCUS can enable the development of clean products while still utilizing our abundant coal resources, hence lowering imports and contributing to an Atmanirbhar Indian economy.”
- Suman Bery, Vice Chairman of NITI Aayog, stated Implementing CCUS technology would undoubtedly be a significant step toward decarbonizing the difficult-to-abate sector.
- CCUS projects will also result in major job creation.
- It is estimated that 750 mtpa of carbon capture by 2050 will generate 8-10 million full-time equivalent (FTE) job opportunities in a phased way.
- India’s reliance on fossil-based energy resources is anticipated to persist in the future; so, a CCUS strategy in the Indian context is required.

China Holds First China-Indian Ocean Region Forum Without India
- China organized the first high-level China-Indian Ocean Region Forum on Development Cooperation (IORFDC), with representatives from 19 countries including all countries from South Asia except India attending this event.
- 19 countries, including Indonesia, Pakistan, Myanmar, Sri Lanka, Bangladesh, Maldives, Nepal, Afghanistan, Iran, Oman, South Africa, Kenya, Mozambique, Tanzania, Seychelles, Madagascar, Mauritius, Djibouti, Australia, and representatives of three international organizations were present at the hybrid forum.
- The meeting was held in a hybrid manner under the theme of “Shared Development: Theory and Practice from the Perspective of the Blue Economy” in Kunming, China.
- The forum was organized by the China International Development Cooperation Agency (CIDCA), China’s new development aid agency.
Key Highlights :
- In this forum, China proposed to establish a marine disaster prevention and mitigation cooperation mechanism between China and countries in the Indian Ocean region (IOR).
- China also proposed the establishment of a blue economy think tank network for China and countries in the IOR.
- The new China-led forum could be seen as a countermeasure to India’s IORA.

- IORA is an intergovernmental organization that was established in March 1997.
- It was formerly known as the Indian Ocean Rim Initiative and the Indian Ocean Rim Association for Regional Cooperation (IOR-ARC).
- It became an observer to the UN General Assembly and the African Union in 2015.

Rajasthan Cabinet approves rural tourism scheme
- The Rajasthan Cabinet approved the Rajasthan Rural Tourism Scheme, 2022, to boost rural tourism and generate employment.
- The meeting was chaired by Chief Minister Shri Ashok Gehlot.
About Rajasthan Rural Tourism Scheme, 2022 :
- The Rajasthan Rural Tourism Scheme will create employment opportunities in the villages and protect the handicraft industry by establishing rural guest houses, agricultural tourism units, camping sites, and caravan parks.
- The scheme will acquaint domestic and foreign tourists with Rajasthan’s rural culture.
- The scheme will allow the establishment and operation of rural tourism units on a minimum of 1,000 square meters and a maximum of 2 hectares of agricultural land.
- The Cabinet also approved the Rajasthan Homeless Upliftment and Rehabilitation Policy, 2022, to provide terraces with a minimum space of 50 square feet per person for privacy and security to special categories such as women, the mentally challenged, and the sick
- The decision to amend the Rajasthan Civil Services (Absorption of Ex-Servicemen) Rules, 1988, will allow ex-servicemen to get a horizontal category-wise reservation in state recruitment.
- The amended Schedule-1 of the Rajasthan Computer State and Subordinate Services Rules, 1992, will change the present provision of 50% direct recruitment and 50% promotion for posts of programmers to 40% direct recruitment and 60% promotion.

IRDAI approves amendments, simplifies rules to set up insurance firms
- The Insurance Regulatory and Development Authority of India (IRDAI) has amended rules on registering insurance companies and investments in them.
Aim :
- To promote ease of doing business and (simplify) the process of setting up an insurance company in India
Key Highlights :
- Now, Private equity (PE) funds can directly put money in insurance companies, and investment by them through special purpose vehicles (SPVs) has been made optional, thus providing flexibility
- Corporate agents (CA) can tie up with 9 insurers against three insurers earlier.
- Insurance marketing firms (IMF) can tie up with 6 insurers (earlier 2 insurers) in each line for life, general, and health insurance products.
- Investments up to 25% of paid-up capital by a single investor will be treated as ‘investors’ and investments above that as a promoter.
- Under the current guidelines, the threshold for being a “promoter” as a single investor is more than 10%.
- IRDAI has introduced provisions by which promoters will be allowed to dilute their stake down to 26% on condition that the insurer has a satisfactory solvency record for the preceding 5 years and is a listed entity.
- The earlier norms required promoters to hold on to a 50% stake if it was more than that.
- The IRDAI also approved a reduction in solvency norms for general and life insurers, which is expected to provide them access to an additional ₹3,500 crore.
- To enable efficient utilization of capital by life insurers, IRDAI informed that the factors for calculation of solvency provided in regulations are reduced for unit-linked business (without guarantees) to 0.60% from 0.80%; and for PMJJBY from 0.10% to 0.05%.
- This will provide a relaxation in capital requirements by about ₹2,000 crores.
- The period for State and Central Government premium dues for calculation of solvency position in case of crop insurance increased from 180 days to 365 days.

- The Reserve Bank of India (RBI) is working with the Indian Council for Research on International Economic Relations (ICRIER) to develop a food inflation projection framework as the central bank looks to depend more on a consultative approach to collect first-hand data and improve policy responses.
- Combining high-frequency information on prices with market intelligence on high-impact food items helps nowcast food inflation and generate near-term inflation forecasts.
- Three key vegetables viz tomatoes, onions, and potatoes (TOP), with a combined weight of 2.2% in the consumer price index (CPI) basket in India.
- However, contribute heavily to volatility in both food inflation and headline inflation, impacting the performance of nowcasts.
- Under the flexible inflation targeting (FIT) framework introduced in India in 2016, the inflation target is defined as 4% CPI headline inflation with a tolerance band of ± 2% around the target.

Indore plans India’s first retail municipal bond for solar plant
- The Indore Municipal Corporation, Madhya Pradesh (MP) is planning to issue the nation’s first local government bond targeting individual investors, with proceeds used to fund a solar power project.
- Indore Municipal Corp. seeks to raise as much as 2.6 billion rupees ($31.8 million) via a 10-year bond sale in Dec 2022.
Key Highlights :
- The 60-megawatt solar plant will be built near Indore at 3 billion rupees.
- It will help the city save an electricity bill of as much as 250 million rupees a month.
- The issuer has mandated K. Capital Services Ltd. and SBI Capital Markets Ltd. as lead managers of the offering.
- The green debt sale is occurring at a time when the World Bank has estimated that Asia’s third-largest economy will need to invest $840 billion over the next 15 years on urban infrastructure to meet demand from a fast-growing urban population.

Interest subvention on KCC crop loan to continue in FY23, FY24 – RBI
- The government has approved the continuation of the interest subvention scheme (ISS) with modification for the financial years 2022-23 and 2023-24.
- The applicable lending rate to farmers will be 7% and the rate of interest subvention to lending institutions will be 1.5%.
Key Highlights :
- An additional interest subvention of 3% per annum will be provided to such of those farmers repaying in time, i.e., from the date of disbursement of the loan/s up to the actual date of repayment or up to the due date fixed by the banks for repayment of such loan/s, whichever is earlier, subject to a maximum period of one year from the date of disbursement.
- To provide short-term loans for allied activities including animal husbandry, dairy, fisheries, beekeeping, up to an overall limit of ₹3 lakh to farmers through Kisan Credit Card (KCC) at a concessional interest rate during the years 2022-23 and 2023-24.
- It has been decided to provide interest subvention to lending institutions viz. Public Sector Banks (PSBs) and Private Sector Banks (in respect of loans given by their rural and semi-urban branches only), Small Finance Banks (SFBs), and computerized Primary Agriculture Cooperative Societies (PACS) which have been ceded with Scheduled Commercial Banks (SCBs), on use of their resources.

- KCC scheme is a credit scheme introduced in August 1998 by Indian public sector banks to issue Kisan credit cards to the farmers of India.
- This model scheme was prepared by the National Bank for Agriculture and Rural Development (NABARD) on the recommendations of the V. Gupta Committee.

- The ICFT-UNESCO Gandhi Medal, awarded at the 53rd International Film Festival of India for a film that best exemplifies Mahatma Gandhi’s principles of nonviolence, tolerance, and peace, was awarded to the Iranian film Nargesi, directed by Payam Eskandari.
- The story of a guy with Down syndrome and the difficulties and effects it has on his life is the subject of the movie.
- In this Oscar-winning movie, two virtues are portrayed: sensitivity and compassion.
- The movie shows the challenges of a person with Down syndrome whose greatest desire is to fall in love and get married and who does everything to fulfil that ambition.
- However, it appears that the modern world does not provide a home for him and his love until a gift dramatically transforms his life.

- Sarkar Talwar, a former Ranji cricketer, was honoured with the Lifetime Achievement of the Year award at the Turf 2022 and India Sports Awards of the Federation of Indian Chambers of Commerce & Industry (FICCI).
- Talwar, the Director-Sports of Manav Rachna Education Institutions, is also the winner of the President of India’s Dronacharya Lifetime Award.

- BSE Ltd has received approval from the Securities and Exchange Board of India (SEBI) for Sundararaman Ramamurthy as the managing director (MD) and chief executive officer (CEO) of the exchange.
- The top position was vacant since July 2022 when the then MD & CEO Ashish Kumar Chauhan resigned from the post to join the National Stock Exchange (NSE)

India, Australia’s Joint Military Exercise Austra-Hind 2022 begins In Rajasthan
- The Indian Army and Australian Armies began their joint military exercise Austra-Hind 2022 at Rajasthan’s Mahajan Field Firing Ranges (MFFR) in Bikaner, Rajasthan which will end on December 11, 2022.
- The Year 2022 marks the first edition of the Austra Hind.
Objective :
- To enhance military relations, adopt best practices, and work on interoperability for multi-domain operations in semi-desert conditions under the United Nations mandate of peace enforcement.
Represents :
- The Indian Army will be represented by troops from the Dogra regiment.
- The Australian army contingent comprising soldiers from the 13th Brigade of the 2nd Division will take part in the exercise.
About Austra-Hind 2022 :
- The ‘Austra Hind’ will be a yearly event (annual exercise) that will be conducted alternatively in India and Australia.
- During the exercise, the armies of India and Australia will engage in various tasks, including joint planning, joint tactical drills, sharing basics of special arms skills, and raiding a hostile target.

India-Malaysia joint military exercise ‘Harimau Shakti-2022’ begins in Kluang, Malaysia
- India–Malaysia annual joint military exercise “Harimau Shakti 2022” commenced at Pulai, Kluang, Malaysia.
- The exercise will culminate on 12th December 2022.
Participants :
- Combat troops of the Garhwal Rifles Regiment of the Indian Army and the Royal Malay Regiment of the Malaysian Army are taking part in the exercise.
About Harimau Shakti 2022 :
- Harimau Shakti 2022 has been conducted since 2012
- It will enhance the level of defence cooperation between the Indian Army and the Malaysian Army, which in turn will further foster the bilateral relations between the two nations.
- It will also enhance interoperability in the planning and execution of various operations in jungle terrain.
- The scope of this exercise involves a Command Planning Exercise (CPX) at the Battalion level and Company level Field Training Exercise (FTX) on sub-conventional operations.
Pakistan PM Sharif and Turkiye Prez Erdogan jointly inaugurate a new warship for the Pakistani Navy
- Pakistan Prime Minister Shehbaz Sharif and Turkish President Recep Tayyip Erdogan have jointly inaugurated a corvette warship built by Turkey for the Pakistani Navy under a strategic cooperation project·
- The launch of PNS Khyber represents the deepening of defence cooperation between the two nations.
Key Highlights :
- PNS Khyber is the third of the four corvette ships.
- Under the project, Turkey was tasked to build four corvette warships for the Pakistan Navy– two in Istanbul and two in Karachi.
- The first corvette warship for the Pakistan Navy known as PNS Babar was launched in Istanbul in August 2021 while the foundation stone for the second ship PNS Badr was laid in Karachi in May 2022.
- The warships have been built by ASFAT inc, a Turkish state-owned defence contractor firm.
- Sharif during the inauguration informed that the 4th warship would be delivered in February 2025

Agnikul inaugurates India’s first private space vehicle launch pad & Mission Control Centre in SDSC
- Chennai-based space tech startup AgniKul Cosmos Private Limited has inaugurated its first-ever launchpad designed and operated by a private player at Satish Dhawan Space Center (SDSC).
- Indian Space Research Organisation (ISRO) Chairman S Somanath inaugurated the Agnikul Launchpad.
- The facility, designed by Agnikul Cosmos and executed with the support of ISRO and IN-SPACe, has two sections the Agnikul Launchpad (ALP) and the Agnikul Mission Control Center (AMCC).
Key Highlights :
- All critical systems connecting these two sections – which are 4 km away from each other are redundant to ensure 100% operationality during the countdown.
- It was built to support liquid stage controlled launches, while also addressing the need for ISRO’s range operations team to monitor key flight safety parameters during launches.
- Additionally, it can, as necessary, share data and other critical information with ISRO’s Mission Control Center.
- The startup, incubated at the Indian Institute of Technology-Madras, also plans to launch its customizable Agnibaan rocket from the launchpad before the end of Dec 2022.

- Agnibaan is a highly customizable two-stage launch vehicle capable of taking up to 100 kg payload to orbits around 700 km high and enables plug-and-play configuration.

‘Yanam,’ the first science documentary filmed in Sanskrit, was shown at the 53rd IFFI:
- ‘Yaanam,’ a non-feature film, was shown in the Indian Panorama section of the 53rd International Film Festival in Goa.
- It is based on former space chairman Padma Bhushan Dr. K. Radhakrishnan’s autobiographical book “My Odyssey: Memoirs of the Man Behind the Mangalyaan Mission.”
- The film ‘Yaanam’ depicts India’s long-awaited Mars Orbiter Mission (Mangalyaan).
- The 45-minute documentary is entirely in Sanskrit, with the full screenplay and dialogues written in the ancient language.
- AV Anoop produced the film under the company AVA Productions with the full backing of ISRO.
