Union Government’s fiscal deficit declines to 6.4% of GDP in 2022-23
- The fiscal deficit of the government decreased from 6.71% of Gross Domestic Product (GDP) to 6.4% of GDP in 2022–23.
Key Highlights :
- In the Union Budget, the government aims to further reduce the fiscal deficit to 5.z9% of GDP during the current fiscal year 2023-24.
- Unveiling the government’s revenue-expenditure figures for 2022-23, the CGA stated that the fiscal deficit in absolute terms stood at ₹17,33,131 crore (provisional), slightly less than the amount estimated in the Revised Estimates (RE) in the budget.
- The government received ₹24.56 lakh crore (101% of total receipts relating to RE 2022-23) during 2022-23.
- This includes ₹20.97 lakh crore tax revenue (net from the Centre), ₹2.86 lakh crore non-tax revenue and ₹72,187 crore non-debt capital receipts.
- The Centre’s total expenditure was ₹41.89 lakh crore (100% of the corresponding RE 2022-23), of which ₹34.52 lakh crore was on the revenue account and ₹7.36 lakh crore on the capital account.
- Of the total revenue expenditure, Rs 9.28 lakh crore was in the form of interest payments and Rs 5.31 lakh crore in the form of major subsidies.
- The revenue deficit for the fiscal year ending March 2023 was 3.9% of GDP while the effective revenue deficit was 2.8% of GDP.

Key Highlights :
- The cover provides financial compensation to farmers of mooMark, the dairy supply chain arm of Stellapps, to offset income loss due to a fall in milk productivity during heat waves in summer.
- The cover guarantees insurance benefits for farmers if, over 60 days starting from May 1, 2023 temperatures exceed the specified limits for a predetermined number of days, with region-specific parameters.
- The claim settlement process is simple and hassle-free.
- The insurer takes the data of temperature trends for the insured period from a pre-agreed public database and compensates the claimant as per the prescribed benefits slab.
- Each insured cattle is eligible for a cover of a maximum of ₹2,000.
- Currently, the insurance cover extends to one cattle per household.
- In the first phase, mooMark is offering this insurance as a part of its loyalty programme.
- This policy covers around 7,000 farmers, in 5 districts, across 4 States for a total sum assured of over ₹1.3 crore.
- Farmers are informed about this plan through village-level collection centres and Stellapps’ smartFarms app.
- This groundbreaking financial product has the potential to benefit more than 80 million dairy farming families who rely on the income generated from approximately 300 million cattle.

IIT Madras Research Park & RBI’s innovation centre working on voice-banking technologies
- Reserve Bank Innovation Hub (RBIH) has joined hands with the Indian Institute of Technology Madras Research Park (IITMRP) and IIT Madras Incubation Cell (IITMIC) to introduce voice-banking solutions to eliminate language barriers across India.
- The initiative of RBI and IIT Madras aims at conducting basic banking transactions through voice-controls in Hindi, Tamil, Telugu and English, in the initial stage.
- Voice-banking will assist the illiterate and the visually impaired in their banking needs.
- State Bank of India (SBI), Axis Bank, Kotak Mahindra and IDFC First conducted a codefest on voice-banking called ‘Vaulter Voice’ at the IIT Madras Research Park.
- From the registrations received, IITMRP has shortlisted 9 teams to work on a 6-hour codefest for solutions.
- President of IIT Madras Research Park, Ashok Jhunjhunwala, stated that a pilot project should be available in 12 to 18 months.

Key Highlights :

- HbA1c is a blood test, in which pre-diabetics have HbA1c level in the range of 5.7-6.4%, while diabetics have HbA1c level of 6.5% or above.
- The minimum and maximum entry age is 30 years and 60 years, respectively.

Share of women working overtime in factories at 11-year high in 2019
- According to the latest annual data released by the labour bureau, the share of women workers in registered factories submitting annual returns working more than the statutorily-mandated maximum limit of 48 hours in a week increased to an 11-year high of 33.6 per cent in 2019,
- In comparison, only 27.9 per cent male workers worked more than the statutorily-mandated hours.
- Earlier in 2008, 39.2 per cent women workers had worked more than the prescribed work time.
- The annual data on implementation of the Factories Act, 1948, released by the labour bureau with a time lag, is a compilation of data furnished by states/Union Territories (UTs).
- Section 51 of the Act prescribes that no adult worker shall be required or allowed to work in a factory for more than 48 hours in any week.
- This becomes significant in the wake of the recent changes made by Karnataka and Tamil Nadu in their application of the Factories Act.
- In these states, the Act now allows 12-hour shifts, and the easing of rules for night-time work for women.
- Besides, 58.5 per cent of women worked between 45 and 48 hours weekly, as opposed to 64.6 per cent male workers.
- Though, fewer men worked less than 42 hours in a week (3.1 per cent) compared to 4.5 per cent women.
- Factories in Tamil Nadu employed most women in overtime work (3,177), followed by Andhra Pradesh (2,317) and Kerala (1021).
- Of the total employment generated by these working factories, adult men constituted 77.7 per cent of the total average daily employment, whereas adult women constituted 22.2 per cent.
PLI scheme: Commitments cross the initial plan of Rs 1.97 lakh crores
- The size of the government’s flagship manufacturing sector support programme, the Production Linked Incentive (PLI) scheme, has touched Rs 2.05 lakh crore, against the initial commitment of Rs 1.97 lakh crore
- It could rise further, as many more sectors demand the benefits and the administrative ministers support them.
- Basic chemicals used in pharma and other industries may get PLI support.
- Other sectors vying for the incentives are furniture, toys, leather, footwear, and bicycles.
- When the PLI was announced in the Budget of 2021- 22, the outlay envisaged was Rs 1.97 lakh crores for the next five years.
- Now the total commitment to the scheme has touched Rs 2.05 lakh crore.
Central Electricity Authority notifies the National Electricity Plan for the period of 2022-32
- National Electricity Plan (NEP) (Volume-1 Generation) has been notified by Central Electricity Authority for the period 2022-32.
- The plan document released through e-gazette includes a review of last five years (2017-22), a detailed plan for the next five years (2022-27) and prospective plan for next five years (2027-32).
- As per 20th Electric Power Survey (EPS) demand f or electricity all India peak demand and electrical energy requirement are estimated to be 277.2 GW and 1907.8 BU for 2026-27 and 366.4 GW and 2473.8 BU for 2031-32 respectively.
- Energy requirement and peak demand include adoption of electric vehicles, installation of solar roof tops, production of green hydrogen, impact of Saubhagya scheme etc.
- Based on the generation planning done under the scope of preparation of National Power Plan for 2022-27, there is a possibility of installing 6,09,591 MW capacity for 2026-27.
- This includes 2,73,038 conventional capacity and 3,36,553 MW of renewable energy-based capacity as well as BESS (Battery Energy Storage System) capacity of 8,680 MW/ 34,720 Mega Watt-hour (MWh).
- Potentially 9,00,422 MW capacity is estimated to be installed by the year 2031-32.
- This includes 3,04,147 MW of conventional capacity and 5,96,275 MW of renewable energy-based capacity as well as BESS capacity of 47,244MW/236,220MWh.
- This estimate of total capacity addition is in line with the country’s target of achieving non-fossil based installed capacity of about 500 GW by the year 2029-30.
- The NEP envisages that the share of non-fossil-based capacity is estimated to be 57.4 per cent by the end of 2026-27 and is expected to increase to 68.4 per cent by 2031-32, from 42.5 per cent by April, 2023.
- The domestic coal requirement is estimated to be 866.4 million tonnes for the year 2026-27 and 1025.8 million tonnes for the year 2031-32 and the estimated coal import requirement for plants running on imported coal is 28.9 MT.
- A total of Rs 14,54,188 crore is estimated to be required for augmentation of production capacity during the period 2022-2027 and Rs 19,06,406 crore for the period 2027-2032.
- As per Section 3(4) of the Electricity Act, 2003, the Central Electricity Authority has been mandated to prepare a National Electricity Plan (NEP) under the National Electricity Policy and to notify such plan once in five years.
The cabinet approved the establishment of a Regional Office of Universal Postal Union (UPU) in New Delhi
- The Union Cabinet approved the establishment of a Regional Office of the Universal Postal Union (UPU) in New Delhi.
- India has signed an agreement with Universal Postal Union to undertake UPU’s development cooperation and technical assistance activities in the region.
- The approval to set up the regional office of the UPU will enable India to play an active role in various organizations in the postal sector to promote developing countries (South-South) and triangular cooperation.
- India will provide a Field Project Expert, staff and office set-up for UPU’s regional office.
- This initiative will help in expanding India’s diplomatic footprint and help in strengthening ties with other countries.
- It will help in enhancing India’s presence at the global postal forums.
- This regional office will prepare and implement Projects on capacity building and training, improving efficiency and quality of postal services, enhancement of Postal technology, etc. for the region.

Iraq announces plans for $17 billion transportation project linking Asia to Europe
- Iraq’s prime minister Mr Mohammed Shia al-Sudani announced plans for a $17 billion regional transportation project intended to facilitate the flow of goods from Asia to Europe.
- The planned Development Road project would facilitate the movement of goods from the Gulf to Europe by way of the Grand Faw Port in Basra, in southern Iraq, which would be connected to Turkey, then to Europe, through a network of railways and highways.
- The Development Road project will link the Grand Faw Port in Iraq’s oil-rich south to Turkey, with plans for high-speed trains, local industry connections, and potentially oil and gas pipelines.
- The planned project, which would involve the construction of about 1,200 km (about 745 miles) of railways and highways, will be “an economic lifeline and a promising opportunity for the convergence of interests, history, and cultures.
- The project is expected to be completed by 2029.

India joins Centralised Laboratory Network (CLN) for testing vaccines
- India has joined the Centralized Laboratory Network (CLN) which currently has 15 partner facilities in 13 countries that works to test vaccines which can be used during pandemic, epidemic disease outbreak.
- CLN is a part of the Coalition for Epidemic Preparedness Innovations (CEPI) and the Network is the largest global group which has standardised methods and materials for testing.
- CEPI-funded network aims to identify the most promising vaccine candidates rapidly and accurately against emerging infectious diseases and the expanded network is working at supporting sustainable regional outbreak preparedness infrastructure also.
- The new members of the CLN now are Indian Council of Medical Research-National Institute of Virology (ICMR-NIV), Institut Pasteur de Dakar (IPD) (Senegal), KAVI Institute of Clinical Research (KAVI ICR) & University of Nairobi Institute of Tropical and Infectious Diseases (UNITID) (Kenya), Synexa Life Sciences (South Africa) and Uganda Virus Research Institute (UVRI) (Uganda).

Uttar Pradesh government launches 15-day mega registration drive for MSMEs
- The Uttar Pradesh (UP) government launched a 15-day registration campaign for Micro, Small and Medium Entreprises (MSMEs) in all 75 districts across UP.
- The registration campaign will be organized across the state from 15 June, 2023.
Aim :
- To cover around 14 lakh such MSMEs that are not yet registered with the MSME Udyam portal, and providing them all the benefits of the schemes of the state government.
- More than 90 lakh MSMEs are active in the state but only 14 lakh are registered.
- In each district, the Directorate of Industries will organize camps for the registration of MSMEs.
- Additionally, the MSMEs themselves can also register by visiting the portal.
- The registration of MSMEs will provide them an identity, which will be essential for their operation.

- The annual Kheer Bhawani Mela, celebrated on Zeisht Ashtami, was held on May 28, 2023.
- The Kheer Bhawani fair is organized annually in 5 temples in the Kashmir Valley.

Purana Qila excavations in Delhi reveal pre-Mauryan era settlement
- A fresh round of excavations at the site of Delhi’s Purana Qila or Old Fort has uncovered evidence of the continuous history of Delhi since the pre-Mauryan era.
- The findings include shards of Painted Gray Ware pottery which are usually dated to around 1200 BC to 600 BC.
Key Highlights :
- The new excavation found remains of a 900-year-old Vaikuntha Vishnu from the Rajput period, a terracotta plaque of Goddess Gaja Lakshmi from the Gupta period, the structural remains of a 2,500-year-old terracotta ring well from the Mauryan period.
- A 4-room complex from the Sunga-Kushan period and 136 coins and 35 seals and sealings have been discovered.
- The excavations at the site show nine cultural levels, representing different historical periods.
- The excavated remains will also be showcased to the delegates of this year’s G-20 summit.

- The Purana Qila was built by Sher Shah Suri and the Mughal emperor Humayun.
- It is believed to be the site of Indraprastha mentioned in Mahabharata.
- Purana Qila is one of the oldest forts in India.

- Chief Minister Shri Eknath Shinde and Deputy CM Shri Devendra Fadnavis signed a Memorandum of Understanding (MoU) for 5 years with Tendulkar for the major state-wide initiative.
Key Highlights :
- The Swachh Mukh Abhiyaan is a national campaign undertaken by the Indian Dental Association to improve oral health and hygiene and educate people about its importance.
- The campaign will lead the country to optimal healthcare and pave the way for a new model of oral hygiene.
- It highlights a five-point oral hygiene agenda like brushing teeth twice daily, rinsing after every meal, eating healthy and nutritious food, avoiding smoking or chewing tobacco to prevent oral cancer, and going for dental check-up at least twice a year.
- In March 2023, Savlon Swasth India Mission enlisted Sachin Tendulkar as the world’s first ‘Hand Ambassador’ to promote handwashing as a routine for better overall hygiene.

Indian Navy’s anti-submarine MH-60R helicopter makes maiden landing on INS Vikrant
- The Indian Navy achieved a unique feat after an MH-60 ‘Romeo’ multi-mission helicopter landed on the indigenously-built aircraft carrier INS Vikrant.
- It is the world’s most advanced maritime helicopter and is the most capable naval helicopter available today designed to operate from frigates, destroyers, cruisers and aircraft carriers.
- It is manufactured by US defence major Lockheed Martin.
- It is an all-weather helicopter designed to support multiple missions with state-of-the-art avionics and sensors.
- Main missions of the MH-60R Seahawk are Anti-Submarine Warfare (ASW) and Anti-Surface Warfare (ASuW)
- This helicopter can detect and track submarines and surface ships and attack with torpedoes and missiles.
- On May 24, 2023 for the first time, the MiG-29K fighter aircraft undertook night landing on indigenously-built aircraft carrier INS Vikrant
- The Central government is procuring the MH-60R Seahawk choppers from the US based defense companies Lockheed Martin and Sikorsky which jointly manufacture it.
- In 2020, it signed a deal worth Rs 14,000 crore for 24 MH-60R helicopters.
- 6 of the choppers have been delivered so far and delivery of the rest will be complete by 2025.

Indian Scientists discovers Alien Planet 13 Times Bigger Than Jupiter
- An international team of scientists led by Professor Abhijit Chakraborty of the Physical Research Laboratory (PRL) in Ahmedabad, Gujarat has discovered an alien planet, which is 13 times bigger in size than Jupiter.
- It has been identified as a planet and designated as TOI 4603b or HD 245134b.
- It is the third exoplanet identified by PRL scientists.
- The findings of the study were published in the journal Astronomy and Astrophysics Letters.
Key Highlights :
- Scientists from India, Germany, Switzerland, and the United States have used PRL Advanced Radial-velocity Abu-sky Search spectrograph (PARAS) at Mt Abu’s Gurushikhar Observatory for determining the planet’s mass.
- The newly-discovered planet has a mass of 14 g/cm3.
- This planet is 731 light years away from Earth and orbits its star once every 24 days.
- Its temperature is around 1396 degree Celsius.
- The masses of these planets vary from 11 to 16 times that of Jupiter, and fewer than 5 exoplanets in this mass range are currently known.
- The recently discovered exoplanet is one of the most massive and dense giant planets.
- Scientists have discovered more than 5000 exoplanets with different nature, features and atmosphere.
- The discovery of this plant will provide valuable information about the formation, migration and evolution of massive exoplanets.
SpaceX launched 52 starlink satellites to provide global broadband
- SpaceX (Space Exploration Technologies Corporation) has launched Falcon 9 rocket topped with the 52 Starlink spacecraft lifted off from California’s Vandenberg Space Force Base, United States of America (USA).
- It was the 14th launch and landing for this particular booster.
Key Highlights :
- According to astrophysicist and satellite tracker Jonathan McDowell, SpaceX has now launched more than 4,500 Starlink satellites, more than 4,100 of which are currently active.
- SpaceX already has permission to send 12,000 Starlink satellites to orbit, and it has applied for approval to launch another 30,000 on top of that.

IIT Madras to set up its first overseas campus in Tanzania
- The Indian Institute of Technology (IIT) Madras will set up its first International campus in Zanzibar, Tanzania.
- The institute is planning to start classes by October 2023 with a batch of 50 undergraduate and 20 postgraduate students.

Key Highlights :
- Zanzibar will be one of three campuses of IIT which will be located outside of India.
- The other campuses will be set up in Abu Dhabi and Kuala Lumpur.
- Each of these campuses is designed to serve its respective region, with Zanzibar serving the greater East African region.
- In the first year, the institution will offer data science and artificial intelligence courses.
- Students from Zanzibar will eventually have access to the same benefits which are enjoyed by students in Madras
- The admission will have a three-way process that includes an entrance exam, a one-month preparation program, and an individual interview.

Tamil Nadu to host Khelo India Games 2023
- Tamil Nadu will be hosting Khelo India Games
- Chief Minister MK Stalin, announced that the Union Government has approved the state government’s request to allow Tamil Nadu to host the games and added that the event will showcase.
- Description Khelo India Youth Games, formerly Khelo India School Games, are the annual national-level multidisciplinary grassroot games in India .
- On the completion of five years of Khelo India, the Prime Minister recognizes the significant contribution of the initiative in fostering and nurturing sporting talent, aiming to create an optimal environment for the growth of sports in India.

HS Prannoy clinches his first BWF World Tour title
- HS Prannoy won the men’s singles at the $420,000 Malaysia Masters his first individual title in six years made him the 10th different champion in as many BWF World Tour tournaments this year.

- Sanskrit scholar Ved Kumari Ghai passed away in Jammu & Kashmir (J&K).
About Ved Kumari Ghai :
- Ghai was born on 16 December 1931, in Pratap Garh Mohallah, Jammu, (J&K).
- She started her career as a professor of Sanskrit at Government College for Women, Parade, Jammu.
- She was a head of post graduate level Sanskrit Department, Jammu University until her retirement on 31 December 1991.
- She was a member of the Amarnath shrine board.
Awards & Honors :
- For her significant contribution to the field of literature and education, she was awarded the country’s fourth highest civilian award, the Padma Shri Award on 31 March 2014.
- She was also bestowed with a Certificate of Honour by the President of India for her scholarship in Sanskrit and Gold Medal in 1995 by Jammu and Kashmir (J&K) Government for social work.
- Her other honors include President’s Award for Sanskrit in 1997, the Dogra Ratan Award in 2005, the lifetime achievement award in 2009, and Stri Shakti Puraskara in 2010.
